Validate every smart list, saved and seeded, against the schema and the vocabulary.

--json prints the text output in the JSON envelope. Runs in a project.
lists check needs the database, and checks the lists saved there as well as the seeded ones. A seeded list in config/tags/smartlists.yaml is also checked by engine-dmo check, with --no-db against the tags in config/tags/vocabulary.yaml, and with a database against the tags it holds.

How many rows a list matches now.
